LOGS CLOG HIGHWAY

BACKGROUND: On a mild, late fall afternoon in the Southeast, a log truck was merging onto an Interstate highway. Winds were fairly calm, and the road surface was dry.

On April 26, Judge M. Casey Rodgers, of the Northern District Court of Florida, issued a preliminary injunction blocking the U.S. Department of Labor from implementing its new H-2B Program Rule. This Rule, which governs employers’ treatment of foreign guestworkers regulated under the H-2B visa program, would have imposed new costs, minimum work guarantees, multiple itineraries, and worker housing inspection requirements to the extent of making the program unworkable for many industries, including reforestation.

RECENT U.S. REFORESTATION TRENDS

The U.S. Census reported that annual housing starts declined 72% between 2005 and 2010, from 2.07 million to 0.59 million.  The associated decline in lumber manufacturing and demand for wood raw material have affected forest harvesting and associated reforestation trends in the United States over the past ten years.

This research is excerpted from the Wood Supply Research Institute (WSRI) project, “Integrating Large-Scale Biomass into the US Wood Supply System,” a collaborative effort by Forisk Consulting and the Center for Forest Business at the University of Georgia. This analysis estimates potential impacts from emerging wood-using bioenergy markets on traditional forest raw material supplies.

Bridges: culverts

Loggers and landowners faced with installing road crossings of fish-bearing streams typically use bridges or steel arch culverts to maintain stream bed integrity and fish passage. Northeast Region FRA member Prentiss & Carlisle recently installed a new product, Enviro-Span’s Modular Plastic Culvert, that offers easier installation and more flexibility in crossing design than traditional alternatives.
